To enhance security at institutions within the Jewish community, Jewish Nevada (JN) is pleased to release this Request for Proposals (RFP) for a new 2027-2029 Johnson Family Security Community Impact Grants (JFSCIG) Program. Through this RFP, Jewish Nevada will award three-year grants up to $112,500 per facility for Jewish organizations in Nevada to support new or increased security operations and new or expanded security projects.
Timeline
· August 31, 2026 – RFP Released
· September 4 – Applications Open
· October 30, 2026 – Application deadline. No late applications will be accepted.
· November 9-December 18, 2026 – Applicant facility site visits
· January 4, 2027 – Application status notifications

Purpose of the Johnson Family Security Community Impact Grants
As vandalism, threats, and other security concerns affecting Jewish community institutions continue to escalate, Jewish Nevada is committed to helping our community remain safe and secure. The JFSCIG program will support new or increased security personnel and new or expanded capital (“target hardening”) security projects.
Who Is Eligible to Apply
Applicants must meet all of the following eligibility requirements:
- Be an existing Jewish school, synagogue, or other nonprofit organization that directly serves the Jewish community in Nevada and has had federal 501(c)(3) status for at least two years as of December 1, 2026.
- Organizations may apply for projects at either owned or leased facilities. If leased:
- Applicants requesting funding for capital improvements/target hardening at a leased facility must provide the facility's lease end date and written landlord approval for all proposed improvements.
- The remaining lease term should be at least as long as the useful life of the proposed equipment. If equipment can be moved to another facility, please state that in your application.
- Organizations are eligible regardless of prior affiliation with or funding from Jewish Nevada.
- Organizations currently receiving Jewish Nevada/Federation grants must be in compliance with the terms of those awards to be considered for funding. This includes being up to date on reports, board presentations and marketing agreements along with other terms of the respective grant funding contracts.
Security Readiness Requirements
Applicants must meet the following security readiness requirements:
- Have a current Threat Vulnerability Risk Assessment (TVRA) completed within the past year.
- Have participated in at least two Secure Community Network (SCN) trainings within the six months prior to application submission or have at least one training scheduled at the time of submission.
- Organizations that completed two required SCN trainings within the six months prior to application must schedule additional training during the second 18 months of the grant.
- Required trainings must include at least two of the following:
- Countering Active Assailant Training (CATT)
- BeAware (Situational Awareness)
- Stop the Bleed (classroom and skills portions)
- Submit a current floor plan with the grant application.
- Submit a current security plan with the grant application.
Funding Priorities Considered by the Committee
Eligible applications will be considered by the Grants Committee in the following order of priority with priority given first to projects that address critical gaps in security operations and personnel coverage:
· Priority 1: New or Increased Security Personnel to Address Identified Gaps
o Priority will be given to requests for full-time or permanent security personnel that address identified gaps in existing security coverage by adding personnel and/or extending existing security guard hours. Guards may be in house or with a contracted security company
o Applicants requesting funding for security operations must submit a security coverage plan in the application demonstrating daily security operations and coverage needs. The plan should account for regular daily operations as well as the organization's annual calendar of events, High Holidays, and other dates or activities requiring additional security coverage.
· Priority 2: Capital/Target Hardening Enhancements
o After consideration of requests addressing security operations and personnel gaps, consideration will be given to eligible capital and target-hardening enhancements, identified below.
o Eligible capital and target-hardening projects include:
o CCTV surveillance cameras and interactive video communication systems
o Access control systems, such as key cards, biometric scanners, remote classroom locks, and interior door locks
o Exterior and entryway doors
o Security film for windows and doors and ballistic-resistant materials
o Walk-through metal detectors or conveyor-belt X-ray systems, accompanied by a clear plan for implementation and ongoing use
The Johnson Family Security Community Impact Grant at Jewish Nevada Will Not Support:
· Existing security operations that do not represent new or increased security coverage.
- Organizations without facilities in Nevada.
- Grants to individuals, private foundations, or endowment programs.
- Requests that do not demonstrate sufficient institutional readiness to successfully undertake a project of the proposed size and scope. Institutional readiness includes:
o A current security plan.
o Staff who are fully trained on the organization's security plan.
o The financial capacity to support: 1) the costs of the security project beyond the grant dollars awarded, if necessary, 2) the balance of the decreasing grants over the three-year grant period, and 3) to continue the project after the funding ends.
o The operational capacity to execute the project within the three-year grant period and accomplish annual milestones established in the grant award agreement.
o For security operations requests, a demonstrated plan and financial ability to sustain increased security expenses after the grant period ends.
Grant Size and Term
Organizations may request up to $112,500 over the three-year grant period, January 1, 2027–December 31, 2029, subject to the following annual maximums:
· Year 1: January 1–December 31, 2027 — up to $50,000
· Year 2: January 1–December 31, 2028 — up to $37,500 (75% of the Year 1 grant)
· Year 3: January 1–December 31, 2029 — up to $25,000 (50% of the Year 1 grant)
· Proposed projects should be of an appropriate size, scope, and cost so that the applicant organization can reasonably complete the project and meet required annual milestones within the three-year grant period.
· Applicants should inquire with their local authorities regarding required permits and associated fees before submitting their application and project budget.
· All project costs exceeding the grant award are the responsibility of the applicant organization. Jewish Nevada will not provide loans to grantees to cover project costs.
· The expectation is that the organization will fund 25% of the project cost in Year 2 and 50% in Year 3 and fully cover the cost in perpetuity afterwards.
· An organization's contribution toward the project may come from its current operating budget, endowment, or new funds raised specifically for the project.
· Applicants requesting funding for ongoing security operations must explain how the increased security expense will be sustained after the three-year grant period ends.
Required Financial Documentation
All applicants must submit current year-to-date organizational financial statements. Financial statements do not need to be audited unless otherwise required below.
· If an applicant has an audited financial statement from the past three years, they must submit that too, in addition to the unaudited statement.
· If an applicant does not have an audit, and their annual budget is $1 million or more, and they are requesting $10,001 or more, they must submit a financial Review or Compilation instead. A letter from their audit firm confirming an audit is planned within 12 months of December 1, 2026, can also satisfy this requirement.
· Smaller organizations, or those requesting $10,000 or less, only need to meet requirement 1 (and requirement 2, if they happen to have an audit). The Review or Compilation requirement only kicks in for the larger organizations requesting larger grants, and only when they don't have an audit to submit.
When an organization does not yet demonstrate sufficient institutional readiness, Jewish Nevada may work with the organization to address identified readiness needs and reconsider a future proposal as funding allows.
Grant Recognition Requirements
· Grant recipients must acknowledge Jewish Nevada's support in all applicable publicity, program notices, announcements, invitations, and other communications related to the funded project using the Jewish Nevada logo and/or the following statement: “This project is funded with a Johnson Family Security Community Impact Grant from Jewish Nevada.”
· Previous Jewish Nevada security grant recipients must provide examples of promotional or recognition materials from their previously funded project. If approved, new applicants must provide samples of proposed recognition materials for the project in the attachments section of the application.
Reporting Requirements
Grantees will be required to submit a six-month progress report and an annual report for each year of the three-year grant period. Reports must document progress toward established grant milestones and include total project expenditures to date with appropriate supporting documentation. A final grant report will be required at the conclusion of the three-year grant period. Capital projects may additionally be subject to physical inspection and verification following project completion.
